All papers are allocated a maximum of 5 pages, including references. Please make sure to use one of IEEE’s templates for conference papers: MS Word and LaTeX templates. For the LaTeX template, be sure to use the template’s conference mode.
Note that accepted papers will require at least one author to be registered at the full rate.

All papers must be submitted in PDF format through the EDAS system. (Click here to go to the EDAS submission page.)
No Show Policy
ISTC reserves the right to exclude a paper from distribution after the conference, including IEEE Xplore® Digital Library, if the paper is not presented by one of the authors at the conference.
Final Manuscript Submission Instructions
Please address the reviewer comments.
Make sure to format the paper according to these instructions:
a. Use the conference mode of the template (do not change the margins).
b. Do not add page numbers.
c. Make sure to format the output for a US Letter paper format.
d. Add the copyright notice as a footnote at the bottom of the first column (see details below).
Create an IEEEXplore-compatible PDF.
All camera-ready submissions must be checked for IEEEXplore compliance before the final submision. To check whether your PDF file is compatible, please go to the IEEE PDF eXpress site.
First-time users should do the following:
a. Select the Create account link at the bottom.
b. Enter the following:
- 49272X for the Conference ID,
- your email address,
- a password.
Previous users of PDF eXpress can skip step (a), and should enter the same password that was used for previous conferences (or use the “Forgot your password?” link). Verify that your contact information is valid.
c. Select “Create New Title” and upload your PDF file for compatibility check.
d. If the paper passed the compatibility check, an online confirmation will be displayed and an email confirmation will be sent to your email address. The validated PDF can then be downloaded by cliking the button in the email, or by clicking a button in the Action column on the web page. If the paper does not pass the check, you will receive a report about your file with detected errors and suggested corrections. Do the required modifications, upload your new document, and wait for the new result email. Iterate if necessary. Remember to check your spam box if you are not receiving the emails.
Upload the paper in EDAS.
Please upload the approved PDF (obtained in step 3) of your final paper to EDAS. Log into EDAS at https://edas.info/, go to your accepted papers (My… > My papers), click on the link to “see all papers”, and finally click on the upload icon for the appropriate paper.
Adding the Copyright Notice in the Final Manuscript
Add one of the following notices depending on your situation. The copyright notice should appear about 1 cm below the left column, and should be aligned to the left with the same left margin as the column. The following LaTeX code can be used to add the copyright notice on top of a previously generated PDF article (whether that article was generated in LaTeX or not).
- For papers in which all authors are employed by the US government, the copyright notice is:

- For papers in which all authors are employed by a Crown government (UK, Canada, and Australia), the copyright notice is:
